M-NCPPC - Park Police Officers - Binding Arbitration requires that collective bargaining between the Maryland-National Capital Park and Planning Commission and the exclusive representative of the bargaining unit for Park Police officers begin not later than a certain date each year and end not later than a certain date each year; requires that negotiations be conducted in good faith; establishes a procedure for resolving a negotiability dispute; repeals certain provisions authorizing the appointment of a fact finder and the use of fact-finding procedures when there is an impasse in collective bargaining between the Commission and the exclusive representative for the Park Police officers; establishes procedures for the appointment of an arbitrator and for binding arbitration when there is an impasse; sets certain deadlines; requires the arbitrator to take certain actions in determining a final reasonable offer; requires the arbitrator to direct the parties to submit certain memoranda outlining previous offers and agreements and hold a nonpublic hearing to consider the proposals submitted by the parties; limits the items which the arbitrator may consider in selecting a final offer; prohibits the arbitrator from compromising or altering the final offer selected; provides that the parties need not ratify, but must execute, the final offer; provides for the treatment of the final offer; provides that the economic terms of the final offer are subject to being funded by the Montgomery and Prince George’s county councils; requires the Commission to request funds for all economic provisions of the final agreement in the Commission’s final budget; requires the parties to reopen negotiations if the county councils do not fund all provisions of the final agreement; requires the parties to share equally in paying the costs of arbitration; makes certain stylistic changes; provides for the application of this Act; and generally relates to procedures for the appointment of an arbitrator and binding arbitration in collective bargaining between the M-NCPPC and the exclusive representative for Park Police officers.
