notify a certain arbitrator that they have reached an impasse if the parties do
not agree to a new tentative agreement on or before a certain date; requires
that the economic provisions of a final agreement shall be applied in a certain

commencement of arbitration is not required to take place; alters the time
periods within which the arbitrator is required to direct the parties to submit
certain memoranda, to hold a certain hearing, and to issue a certain report;
